Yep, Etukka, some other phrase might have been used, a more understandable one, like

Now, any time I hear the refa8in, I have the following picture in my mind :
Someone who is working for the railway company (or whom it belongs to), and he or she is in a building supervising railway tracks, most possibly at a crossroad, where trains might meet. Someone must take care of all this.
But - although it is The Holy Night, someone must still take care of it all for that nothing bad ever happens. Like policepersons, like firemen, in hospitals, etc. .
"And in the sky a star alone" - the "watcher" (or supervisor) has no company than "a star alone".
If my interpretation is true, then this song is kind of an dedication to all who work during the holidays, because someone must do it.
This is like looking at fine details ... Like the "Shepherd Moons" thing.
This song is next to 2-3 others my most favourite one.

This has grown on me a bit more but Enya's voice in the chorus is buried way too far down.
